For developers targeting only the most recent OS version, the choice is clear: Android has only 20 million devices running the latest version on average, while this figure is closer to 160 million for iOS.
This is why, as a developer, I don’t really care about fancy new Android features and I laugh whoever someone touts the “Android has more market share” lines. Yes Android has more market, no one is disputing that, but I don’t care when most devices can’t support new OS features (and never will). Every time I work on an Android app I’m suffering with constraints of a 3 year old platform and in this industry that’s old. It just sucks and isn’t likely to change anytime soon.
